Policy Director (Statewide)


The Policy Director will be focused on helping PICC answer the question: how do we change the political landscape in Pennsylvania to win more pro-immigrant policies and stop all anti-immigrant policies?

The Pennsylvania Immigration and Citizenship Coalition (PICC) is a diverse coalition of over 60 member organizations across the state. Our mission is to advance immigrant rights and promote immigrants' full integration into society by advocating with a unified voice for greater public understanding and welcoming public policies throughout Pennsylvania. PICC leads and supports campaigns to advance immigrant rights at the local, state, and federal levels; builds immigrant electoral power through voter registration and education; supports grassroots community-led organizations through training and capacity building; and helps increase access to immigration services through the PA is Ready! project.Policy Director

The Policy Director will lead PICC’s advocacy, working to increase the political power of immigrant and refugee communities through increasing the visibility of immigrant and refugee communities and organizations in the state capitol, developing the political understanding of community-led organizations, and creating deeper relationships with policy makers and progressive allies. The Policy Director serves as a member of PICC’s leadership team and shapes strategic thinking for the organization, including fundraising, communications, and planning. The ideal candidate will demonstrate a flexible and team-oriented approach to problem solving, and be excited about building political power for immigrant communities in Pennsylvania. Roles and responsibilities of the Policy Director will include:

Advocacy

  • Develops and maintains positive working relationships with policymakers at the local, state, and federal levels
  • Monitors policy developments at the local, state, and federal levels
  • Provides strategic support to advocacy campaigns within PICC’s issue priority areas
  • Works with PICC staff and members to develop and maintain legislative and ally power mapping

Capacity Building

  • Conducts advocacy and political trainings with member organizations and immigrant leaders
  • Provides technical support to member organizations to build civic engagement programs
  • Works closely with PICC’s leadership team to increase funding for civic engagement and advocacy work

Organizational Management

  • Assists with the hiring and training of staff members
  • Primary supervisor of 1-2 staff members and interns
  • Collects and reports data on agreed project outcomes
  • Represents PICC at local, regional, and national events

This position can be based anywhere in Pennsylvania, but will require regular presence in Harrisburg when the legislature is in session. This is a full-time position and will require occasional weekend and evening hours.

Candidates will be evaluated on the basis of the following:

  • Experience with policy advocacy campaigns, particularly those led by and with affected community members  
  • Experience working with elected officials at the state, local, and/or federal levels
  • Coalition coordination skills and ability to build relationship of trust with long-term allies
  • Experience leading voter engagement efforts, including voter registration and GOTV
  • Experience and commitment to working with multicultural and immigrant communities 
  • Understanding of issues impacting immigrants at the local, state, and national level 
  • Ability to work independently and to set and meet deadlines and benchmarks without external prompting
  • Interpersonal and communications skills, with an emphasis on ability to navigate coalition dynamics and support the leadership of immigrant community members
  • Organizational skills, and ability to manage multiple priorities at once
  • Experience in supervising interns, volunteers, and staff
  • Fluency in a language spoken within Pennsylvania's immigrant communities (e.g. Spanish, Chinese, etc.)
  • Ability to reliably track and report on project outcomes
  • Ability to travel within Pennsylvania and to regional and national events
  • Familiarity with PowerBase and Asana or similar

Salary & Benefits:

  • All positions are paid according to the organization’s transparent salary scale. Starting salary for this position is $60,000.
